Leading Universities Will Recruit Foreign Students Together
On December 24th 2014, a meeting of the Council of the Association of Global Universities took place at HSE. The Council decided to establish a centre which will focus on recruiting foreign students for universities who are participants of the project 5/100.
One of the main objectives for the universities taking part in this project to improve the competitiveness among world’s leading research and educational centres, is to attract foreign students. The number of students is included in various rankings and monitoring, including monitoring conducted by the Ministry of Education and Science. The Russian government provides funds for the education of foreign students based on the geopolitical interests of the native country.
Alexander Sobolev, Head of the state policy in the field of higher education of the Ministry of Education and Science of the Russian Federation, believes that leading universities don’t always use all the possible opportunities for attracting prospective students within the quota limits. On the one hand, not all prospective students meet the admission requirements; on the other hand, many universities don’t actively compete for students, though the ministry believes that this is one of the challenges of the current transition period.. Representatives of the ministry hope that leading universities will deal with this situation, and the growing number of foreign students in these universities will enhance the prestige of Russian education in the global educational sector.
There are several examples of leading universities recruiting foreign students within the Rossotrudnichestvo quota limits. HSE enrols prospective students from many countries, first of all in CIS countries, says Tatiana Chetvernina, Director for Cooperation with CIS and Baltic Countries. Various contests and olympiads are held for potential applicants, which help to determine who will be able to study at the university. There is also the opportunity to be enroled according to the interview results.
It’s difficult for leading universities to work independently with foreign students, that’s why HSE Rector Yaroslav Kuzminov suggested uniting efforts and establishing a single centre for recruiting foreign students within the structure of the Association of Global Universities. The centre staff will be engaged in marketing and promotion and focus on prospective students from different countries on behalf of 15 leading Russian universities.
The Ural Federal University will act as the coordinator for the establishment and organization of the centre. Maxim Khomiakov, Vice Rector for International Affairs of the University, has been nominated for the position of Director of the centre.

Leading Universities and the Right to Award Academic Degrees
Last year, the Russian Federation gave leading universities the right to award their own academic degrees on a trial basis, and this prompted universities to create models for future implementation. What the new system will bring and what needs to be done in order to render it fully operational was the focus of the board meeting of the Association of Global Universities, held on February 12 at HSE.

In March 2016, the School of Business Informatics (Faculty of Business and Management) at HSE was visited by a delegation from France’s University of Évry; in late 2015, a student exchange agreement was signed between HSE and this university. The delegation brought 19 students from the Master’s programmes in the field of big data at the University of Évry to Moscow.
