Indonesian Parliamentary Delegation at HSE: New Prospects for Cooperation
On 24 February, 2025, the HSE campus on Pokrovka hosted a meeting with a delegation from the Committee for Inter-Parliamentary Cooperation of the House of Representatives of the Republic of Indonesia. HSE Vice Rector and Head of the BRICS Expert Council–Russia Victoria Panova took part in the event alongside representatives from the university’s academic departments and research centres. During the meeting, the parties discussed key areas for strengthening academic and expert cooperation, as well as joint initiatives in science and technology, including those within the BRICS framework.
This was the first time the university welcomed a delegation from the committee of the House of Representatives (DPR) of the Republic of Indonesia. Earlier the same day, the Chairman of the Federation Council Committee on Foreign Affairs of Russia met with Mr Mardani Ali Sera, Chairman of the DPR Committee for Inter-Parliamentary Cooperation.

HSE Vice Rector Victoria Panova welcomed the guests, emphasising the university’s commitment to expanding international cooperation and recognising the great potential for collaboration with Indonesia. She highlighted that HSE is not only one of Russia’s leading educational and research centres but also a key player in BRICS initiatives: ‘HSE was selected as an expert centre for analytical and research work within BRICS because it is a modern and dynamic university actively developing in key areas such as IT, neuroscience, fundamental physics, and STEM as a whole. The BRICS Expert Council–Russia is not merely a body supporting Russia’s BRICS chairship in 2024—it operates on long-term political, socio-economic, and humanitarian cooperation. We conduct research and create platforms for knowledge exchange among BRICS countries,’ Victoria Panova explained.
The HSE vice rector expressed hope for further strengthening relations between Russia and Indonesia. ‘Our goal is to offer Indonesia not only educational opportunities but also expert support in various fields. We are ready for active cooperation and hope that Indonesia will take an active role in BRICS expert initiatives,’ she stated.

Mr Mardani Ali Sera reaffirmed Indonesia’s strong interest in strengthening ties with Russia through multilateral formats, particularly BRICS, while also enhancing bilateral relations at all levels. ‘We are pleased that cooperation between Russia and Indonesia has intensified in recent years. Our country is eager to engage with the BRICS Expert Council–Russia based at HSE University. We recognise the significant contribution of the BRICS Expert Council–Russia in advancing shared goals, including national strategies, economic growth, and scientific and technological development. We are confident that our joint efforts will open up new opportunities, especially in the field of technology and innovation,’ stated the Chairman of the DPR Committee for Inter-Parliamentary Cooperation.
The Deputy Chairman of the DPR Committee for Inter-Parliamentary Cooperation, Mr Muhammad Hussein Fadlulloh, emphasised Indonesia’s many opportunities for engagement within BRICS. ‘BRICS provides us with immense cooperation prospects. All member countries interact on an equal basis and have the freedom to choose their areas of collaboration. BRICS is about building a just global order in all aspects,’ he added.
HSE representatives underscored the importance of sustained collaboration in research. Alexander Sokolov, Deputy Director of the HSE Institute for Statistical Studies and Economics of Knowledge and Director of the International Research and Educational Foresight Centre, discussed the development of new technologies that could be beneficial to Indonesia: ‘Our institute is actively developing the field of foresight, creating innovative methodologies and tools for predicting and modelling future trends in various areas of science and technology. We conduct research aimed at establishing long-term trends in fields such as space, medicine, energy, and IT, and we are ready to offer our expertise and resources for collaboration with Indonesia. Joint efforts will enable us to better understand how new technologies can shape the future of economies and societies.’
Alexander Daniltsev, Director of the Institute of Trade Policy and an expert at the BRICS Expert Council–Russia, highlighted the importance of trade relations for BRICS countries. He expressed confidence that Indonesia could become a reliable partner not only for Russia but for all BRICS members. ‘Issues of international trade and economic cooperation hold a key place within BRICS, and we are confident that Indonesia can become an important partner for all member states. We are actively exploring opportunities to develop trade relations in such strategically important sectors as energy, agriculture, and high technology. It is essential that our joint projects contribute to stable growth, deepen mutually beneficial cooperation, and open up new prospects for all BRICS participants,’ he stated.

Ekaterina Shamina, Deputy Director for Research Projects at the HSE Research Projects Office, pointed out the potential for cooperation in artificial intelligence regulation. ‘We are developing AI regulation standards in Russia, which is a key focus for BRICS in the coming years. We would like to propose a joint initiative with our Indonesian colleagues to create a unified AI testing system, which could then be implemented in the BRICS countries. This would facilitate the safe and ethical use of emerging technologies,’ she explained.
Alexander Larichev, Deputy Dean for Research at the HSE Faculty of Law, informed the Indonesian delegation about the Consortium of BRICS Law Schools launched at HSE. This project involves legal exchange programmes and academic publications. ‘We are making significant progress. Many BRICS universities have already joined us. We focus on subjects such as digital law, international commercial law, business law, and others. We would be delighted to welcome Indonesian universities to our consortium,’ he said.
Natallia Zhalniarovich, Deputy Dean of the Faculty of Geography and Geoinformation Technology, noted that the faculty was established in partnership with the Russian Academy of Sciences and that its scope of activities extends far beyond geography. ‘We are developing specialised areas of geography, including climate change and adaptation to it; climate risk assessment at various levels; migration and urban systems; strategy and spatial planning based on technological solutions; and the relationship between human potential and the resilience of territories to various risk factors,’ she explained.
The parties discussed the prospects for joint research and analytical reports, agreed on further cooperation, and committed to planning joint events to strengthen the partnership within the framework of HSE University and BRICS.

Colleagues from the ‘Game Engineering and Interactive Systems’ workshop of the HSE Tikhonov Moscow Institute of Electronics and Mathematics (MIEM) and the HSE Art and Design School learned about the intricacies of the Indonesian game industry and told the visitors about their own projects.
HSE University Opens Educational Hub in APAC
On November 7, a representative office of HSE University opened in Indonesia. It is a new educational hub for students from the Asia-Pacific (APAC) who are planning to study in Russia, as well as for other Russian universities looking to establish ties with Indonesia. The representative office is based at Sepuluh Nopember Institute of Technology (ITS) in the city of Surabaya. Its operations are supervised by the HSE University campus in St Petersburg.
