Alisher Usmanov Joins the HSE University Board of Trustees
Alisher Usmanov will be involved in the creation of a Competence Centre for the Digital Transformation of Public Administration and Sectoral Regulation at HSE University.
The Competence Centre for the Digital Transformation of Public Administration and Sectoral Regulation aims to provide expert analytical support to the activities of government bodies and Russian companies by analysing the economic situation in the markets and in various sectors of the Russian economy, industry and society during the process of digital transformation.
The Centre will also be involved in developing proposals for market regulation, design and engineering of innovative public services, evaluation of public expenditure in the field of informatisation and other scientific and practical activities.
‘The programme for the initial studies that will be carried out by the Centre this year has already been prepared,’ says Sergey Plaksin, Deputy Director of the Institute for Public Administration and Governance, HSE University. —'In particular, the centre will study digital platforms as a mechanism for coordinating public-private interaction in the construction of public services, develop approaches to using the concept of ‘no privacy’ based on advanced IT technologies and digital data in Russia, and look at issues of digital trust’.
In addition, through cooperation with enterprises belonging to Alisher Usmanov’s USM holding, a programme of joint research and educational projects of HSE University and ‘Megafon’ is being developed, focusing on big data, Internet of Things, neuromarketing etc. It is also expected that HSE students will be able to gain practical experience in the ‘Kryptonite’ group of companies — a joint venture between the multidisciplinary IT group ‘IKS Holding’ and the state corporation ‘Rostec’, which brings together technological projects aimed at supporting and developing domestic technologies, innovations and talents.
The HSE University Board of Trustees was created to assist the University in its endeavour to bring the quality of research, education and project work to the level of other leading research universities around the world, which, thanks to the support of alumni, corporate partners, private foundations and philanthropists, achieve great results, contributing to the sustainable economic development of countries and regions. Today the Board includes entrepreneurs and heads of major domestic companies, including, among others, Herman Gref, Alexey Miller, Arkady Volozh, Andrey Kostin, and others.
