On March 27, 2025, HSE University hosted a hybrid-format conference marking the completion of efforts to establish the International Movement on Financial Security. During the meeting, the charter and roadmap were adopted, and the presidium was elected.

The conference was led by Vyacheslav Bashev, HSE Vice Rector, and Vladimir Ovchinnikov, Director of the International Network AML/CFT Institute. They moderated the event from Moscow, while Nikita Anisimov, HSE Rector, delivered a welcome address from Beijing, the capital of the People’s Republic of China.

Yury Chikhanchin, Director of the Russian Federal Financial Monitoring Service (Rosfinmonitoring) and Deputy Chairman of the Movement’s Presidium, opened the conference from Kazakhstan. He emphasised the importance of collaborative efforts to protect young people from modern threats, including involvement in illicit activities as money mules, and stressed the need to develop a ‘talent pool’ for national anti-money laundering systems.

Participants joined from three countries: the Russian Federation, the Republic of Kazakhstan, and the People’s Republic of China, reaffirming the international status of the movement, as noted by Vyacheslav Bashev. At present, the organisation includes 36 member countries.

Natalya Parshikova, the Russian Government’s curator for the International Movement on Financial Security, presented candidates for election to the presidium. Irina Shilina, Deputy Director General of the International Training and Methodology Centre for Financial Monitoring (ITMCFM), introduced the draft charter, which was reviewed by conference participants and unanimously adopted as the primary regulatory document.

The ITMCFM Director General, Ivan Uvarov, presented a roadmap project outlining the planned next steps for developing the movement. Student and postgraduate ambassadors also spoke, including Ekaterina Bazarova from Russia, Ngetobai Masangar Rongar from the Republic of Chad, and Sagyn Ismetilla and Temirlan Tuleev from Kazakhstan. Learners actively support the organisation, contributing their suggestions and ideas for its further expansion and development.

Maxim Lobanov, Acting Director of the Digital Educational Platforms Centre at PJSC Promsvyazbank, provided an update on the primary technological resource—the Sodruzhestvo digital platform. His report detailed the platform’s scale, capabilities, content, and future development plans.

In conclusion, Yuri Chikhanchin shared a few words: ‘May the International Movement on Financial Security not stop at the numbers already achieved but continue to grow with new countries and participants. Now we have Sodruzhestvo, a platform that allows us to stay connected even from different corners of the world. The proposals voiced today show that all participants are keen to actively promote new ideas and projects for development.’

In his final remarks, Vladimir Ovchinnikov invited all interested parties to register on the platform and join the organisation.
